Summary - Responsible for interviewing, testing, and referring applicants for production and any other positions throughout the Company. Considerable skill in interviewing techniques, a good knowledge of all clerical and specialized functions in the Company, a basic understanding of the Company's organizational structure as well as an extensive knowledge of personnel policy and procedure and federal and state laws regarding employment practices. Because a significant number of full-time employees will terminate during the course of a year, the objective is to replace these lost employees as quickly and economically as possible. The Recruiter/Onboarding Specialist is responsible for analyzing the information provided on a prospective employee's application form & conducting a personal interviews, and then determining the suitability of the applicant for employment. In cases where an applicant is judged unqualified, tactfully the recruiter will be required to turn the applicant away. When the information provided indicates a good potential employee the recruiter will be required to perform further reference investigation, and coordinate all pre-employment activities. The recruiter is also required to perform all onboarding activities including orientation, obtaining all necessary paperwork, obtaining all required equipment and PPE as well as introducing the employees to their supervisory team.
Essential Duties and Responsibilities
Maintains Human Resources Information System records and files confidentially and compiles reports as needed. Responsible for the integrity of all employee files.
Lead recruitment, screening, interviewing, hiring and orientation and training of staff. Creates job application materials and documents, and prepares employment interviews and tests. Must be able to research, evaluate and analyze recruitment techniques, methods, and procedures.
Act as liaison with area employment agencies, preparation and liaison with advertising agencies, processing and checking advertising agency billings, liaison with temporary agencies, and recording status of authorized positions within the corporations.
Ensuring the execution of background checks and pre-employment screenings in a timely effective manner.
Entering and confidentially maintaining required employee data into all HR systems (Kronos, ADP, other tracking systems) for maintenance of attendance, performance reviews, probationary reviews, equipment issuance, and payroll information.
Verifies I-9 documentation and maintains compliance
Act as a contact for the HR Team and performs customer service functions by answering employee requests and questions or directing employees to the correct point of contact.
Follow up with the related clerical aspects of employment, such as completing of health, employment, and insurance forms, notifying the department of employee's starting date and the requisition the employee is filling, etc.
Maintain employment metrics. Must be able to articulate how many ee have been lost and added on a weekly basis. Will be required to report turnover metrics as well as summarize data from exit interviews. Completion of weekly report on employment activity, exit interview on terminating employees and orientation of new employees
Required to perform "Promote from within" activities through the management and handling of all internal postings. Required to perform essential follow-up w/Superintendent to determine who should be assigned the posting. Will also be required to obtain weekly feedback sheet from the supervisor that documents the strengths/weaknesses of the employee during the 1st 7 - day training period. During this period and/or upon completion of this period it will be determined if the employee will be officially moved to the new position and pay grade.

Education and Experience
High School Diploma; some college preferred
At least 2 years general office experience, preferably in HR
Will need to be familiar with government rules and regulations about the reductions as well as laws concerning to employees.
Knowledge of organization, operating procedures, and policies of the human resource department.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
